Patent infringement
I think one of the problems companies are having when building a plant or doing research in China is patent infringement. The Chinese government is a little lax in protecting ideas. I've heard of products that are protected in The West being copied for a fraction of the cost. It creates problems when these companies want to export products out of China. If there are any components that are copies of patent protected items, someone is going to sue.
