For lack of a better way to put it, a "message" of any kind (e-mail, web page, web page request, etc. - any message of any kind) should be sealed in an electronic "envelope" with the orginator and the ISP identified.

Tampering should be a federal crime (to make the punishment fit the crime - 5 years on bread, water and spam - 10 years of the same for spammers). Ah, I'm only half joking.
