Moore's Law
Actually, Moore's Law says that the number of transistors on a chip will double every couple years. It doesn't have anything to do with clock speeds. Consider that recently the CPU manufacturers have been rapidly increasing the L2 cache on the die and Moore's law is probably still holding even though the increase in CPU speeds seem to have slowed over the last couple years.
