Hypocrisy?
Helloooo....Whatever the crime there will always be too many violators for the system to handle. I hear people all the time moaning "why don't they blahy blah blah.." ok why don't they just leave the jungle alone and leave the whole market open to any unethical business practices. I also suspect that AMD filed a "request" for the EU to investigate the matter just like SUN and Opera did with the EU over MS (AMD has already filed "requests" in other countries outside the EU). Of-course any company not making it's money is likely to file a request since how else can they catch up. However, like you or me everybody is entitled to use the law to their advantage (which is why we have lawyers to find the loop holes). As far as fines go how else are they susposed to punish the offenders in a fair and legal way? If get caught speeding does the fine go to road accident victims? If the EU wins, the road will be open for AMD to sue Intel in a EU court over the same allegations.
As far as R&D goes I don't Intel or any company will ever abandon its R&D if it wishes to retain any competitive advantage especially in the semiconductor industry.
