Risk of chip theft: Using an implant as single factor authentication / identification will lead to RFID chip thefts. Two factor identification (something you have: the chip, and something you know: a password) will be necessary for critical applications. Otherwise there is no proof the the chip was actually inside the correct human being at the time it was scanned.
