for someone outside the PSTN to notice that phone numbers are a finite resource.

Of course, the article is wrong: there's no need at all for VoIP phones to have traditional 10-digit numbers. Since the numbers themselves don't have to be decoded in inflexible hardware, they can be of any format that will not collide with the existing plans, and they can be of arbitrary length.

On the other hand, along with the furor over idiotic attempts to regulate, tax, and eavesdrop on the new technology just like the old, this could just be another nail in the coffin of circuit-switched telephony...
