How about this

Hollywood makes regular double sided DVDs (DVD-10)

Side1, is the movie in regular DVD MPEG2 stream.
Side2, is the movie in HD quality, MPEG4 or DIVX (or even DIRAC) format.

If they want extra protection on it, they could use CSS but with different keys than today. They would also not license the new keys to any PC software players to delay how long before they are cracked.

PC DVD players could still play the older DVD version.

That gets Hollywoods goals of:

1. cheap disc carrier,
2. low license problems,
3. no single vendor locking

It also makes:
4. the disc higher value than the PC copy of the disc (which doesn't have the Hi definition copy on it) reducing piracy.

5. It also means they make only a single inventory.

6. By putting out the discs TODAY, people perceive them as immediately more valuable because of the higher definition content they can play on future devices, even if they don't yet have the future device. Which should reduce piracy on existing DVDs.
