IP (Internet Protocol) is only one of many protocols that run on top of the MAC (Medium Access Control) Layer which obviously runs on the hardware.

VoIP relies on IP, both its advantages and its disadvantages.
To get a smoother, lower latency, lower jitter, lower resource usage (high voice bandwidth but lower channel usage) it is best to run other protocols than IP directly on top of the MAC layer.
