Actually, hibernation does not draw power. It does shut the computer down completely and before it powers down it saves the complete RAM state to the hard drive. On Windows XP, this file is 'hiberfile.sys' on the root directory of the system drive. For example, on my laptop, I have put it into hibernate mode, then pulled the battery out (it was broken), and then a couple of days later bought a new one and popped it in. When I powered the computer back on, it still resumed from hibernate.
The memristor technology is mostly applicable (from what I understand) of complete system restarts being much shorter.
