I agree everyone wants to grow the TAM, but Intel is the only company (and Microsoft) really doing anything about it.

The others are more concerned about stealing share from Intel with pricing, etc. For Intel, it is far more important to find new uses and users of PC's than to scrape another point off of AMD and have them cry to the government for help.
