Actually,
From the article:
Overall, the trend toward low-priced desktop processors seen in the second quarter is fairly normal. The second quarter is often the weakest quarter of the year for PC chip shipments. At the same time, low-priced desktop processors are usually in the greatest demand during the quarter. Couple those trends with growth in emerging markets, which typically purchase lower-priced chips, and companies like AMD and VIA Technologies, which offer lower prices than Intel, tend to benefit the most, McCarron said.

Basically, low-cost chips are in high demand. That applies to Intel, VIA, and AMD. This is a normal seasonal thing.

As for growing the TAM, all the manufacturers would love to see the TAM increase. Market share could stay the same, or even decrease, but revenue/profit could increase if the TAM grew sufficiently.
