Patent the process
The article states that these VoIP spam tools are easy to write and therefore there is nothing that can be done to stop them. Well, If Qovia were to patent the process they developed, then they would be able to use patent laws to attack the spammers (both the senders and the advertised companies) while reserving the right to sell their software to valid non-spamming users.

Of course there are minor issues such as enforcing US or European patents in Bangladesh or some other such place. But the world is not a perfect place.

Seriously, spamming will kill any chance for VoIP to gain a serious foothold in telecommunications. Besides, think of the incredible load on the internet backbone resulting from millions of sound files being transmitted for this purpose. Ouch.
