As a funding source DARPA can't be beat. If your technology proves out, the military will be first in line to buy your products. I'm sure there are plenty of CPU-cycle munching, super-secret, black budget defense projects just waiting to take advantage of the bump up in processing power.

And don't forget, it was DARPA funding that created TCP/IP and the Internet.

As for partnering, it's just pure business sense. Partner up a couple of advanced technology suppliers, some college brainiacs and a major company with huge distribution channels and A-List customer base. Each plays to their strengths and depends on the others where they're weak. Agree on whose names go on which patents and market/license the hell out of it.
