Having a disk does not mean that a user has the skill!: There are many users (typically older folks) who still are aprehensive about installing an OS! While you or I can (I have istalled many Unix type OS's and Windows systems from CD), there are still a lot of people who for reasons of confidence in what they are doing (or the lack thereof) that will not do a raw install.
