There does need to be some unification
The RPM based distros are generally the easiest, so if there is going to be a standard desktop it will most likely be RPM based. Since servers and workstations are generally administered by professionals, they don't necessarily need to fit into the "easy standard" category. It's more important that they are in the "flexible" category". But there is room for that, so that's okay.

But anyway as long as the "easy standard" way of installing things are RPM based, really it doesn't matter too much if you use YaST or urpmi or kpackage or what have you, since they all basically work the same way and do the same thing, because they are all just GUI front ends to the rpm line command program, which is really what is doing all the work. So to address your comment, there already IS a "standard" installer: rpm. The GUI front ends differ in appearance, but what difference does that make? They all work basically the same way and have easy point and click commands.
