Any license fees paid to Microsoft would be well worth the investment to get these students trained properly on compatible systems. The laptop would still be low cost because the license fees would be minimal plus the students would learn much more from it. Linux on the desktop is not what people want and its just not me, its millions of others who have rejected it as well. Its just not functional.
