Bill Watkins doesn't have clue.
This sounds like complete sales-job Bill Watkins is trying on the U.S. technology worker, or is he an idiot?

This guy hires programmers, analysts for 40k a year, in an part of the country where rent 2000$ a month.

This line has been typical of the US IT company CEO, who underpays its h-1b workforce, pays them basically less than the actual cost of living. And then complains that they can't find enough technology workers.

Isn't it time the IT slave labor lobbying companies got out of the way of the institutions that really need h-1b workers (like hospitals).

What a completely ridiculous claim, the guy doesn't know the first thing about capitalism (namely supply and demand).
