Nope, they don't necessarily plummet; beware of U-Verse
There is U-Verse + [Time Warner OR Cox OR Adelphia] where I live and none of the last three have dropped their rates. AT&T customer service sucks worse than a black hole, so maybe they haven't really posed and competition and that's why the rates haven't gone down.

Nevertheless, TW did increase their broadband speed to 10Mb/sec, I presume in order to compete with AT&T.

I actually tried U-Verse for a month and went back to Time Warner. AT&T's package seems nice, but there were a couple of things I didn't like:
1. they screwed up my order (didn't give me HBO, as I had asked) and couldn't fix the problem before I got fed up (I gave them two weeks; TW has fixed similar problems instantly, over teh phone). I spent two weeks on the phone with customer service trying to get them to fix the problem, and they weren't able to.
2. If you want to have wireless you MUST use the wireless feature in their gateway. You can't disable it and use your own WL router. I play games online so I can't afford any lost packets. It was impossible to play games over that crappy AT&T router; absolutely horrendous packet droppage. And as I said before, I couldn't use my own wireless router.
3. The salesman lied about a free month of service. He said both cable and internet, but when I canceled the service within the month they wanted to charge me for the internet. I had to argue with them and tell them that's not what their salesperson had sold me.

Horrendous experience. I will never give AT&T my business again.
