So you are implying
the following:
1 - American software developers are incapable of writing good code?
2 - It's impossible for a shop to design it's own specification?
3 - American software developers are incapable of following the specifications?

Where I work we have a lot of custom in house built tools, I help build them. Why? Because we know what our needs are and none of the vendors are addressing our needs at a price we find reasonable. So we build it ourselves, and now that we have the go ahead to use open source if it fits, we are.

Get a clue:
1 - Most company's are looking to get some use out of what they have paid for over a period of time.

2 - Most applications offered have a lot of really neat things they do, but sometimes it's more than a company will need in the forseeable future. SO the need to purchase is not there.

3 - Many corporations are realizing that by going with open standards and open source, opens them from lock in and puts them in control of the upgrade cycle.

4 - People are tired of the upgrade mill. And many are finding that the newer software just isn't what they expected or need.
