Telcos are great lobbyists
Good luck preventing the taxation of the VOIP industry! Instead of hiring techies to invent VOIP (or cable television for that matter) they hire attorneys to lobby the Senate to squash anyone who would sell into their market.

Under the present rules, the present telcos in the US are still an absolute monopoly, but now and unregulated one.
