The question is not rules but who rules
The question is how can Congress tax VOIP?

"Their bill would beat back attempts by regulators in states......"
This is a direct attack on states rights by the Congress.

" VoIP, which has begun to draw close scrutiny from politicians in Washington, saves customers money......"
You can bet anything that saves the consumer money is a prime target for taxation. Congress likes to sneak in under the disguise of "we must legislate to insure quality and we must tax for admisnistrative reasons."

See what I mean?
"It would potentially increase the amount that customers pay for certain VoIP services"

So far the federal governemnet has not killed the internet as a viable means of communication but by incrementalization they are working on it. A slow painful death because of a tax here a regulation there.
