That would be because
it's going to cost billions of dollars to implement this. You'll have to replace or upgrade every switch, every router, parts of the operating system (excluding XP), etc. to get everything converted over. Think of everything you have that's connected to the Internet. Then think of having to upgrade or replace it. Imagine the cost.
