Export licensing was moved during the Clinton admin from Defense to Commerce - and Hughes etc. worked hand in hand with the Chi Coms to beef up their missle tech.

While that was going on, the Chi Com intel boys were stealing the math and models from Sandia and Livermore labs.

Set up cheap Linux clusters and you too can be the first kid on the block to have your own hydrogen bomb.

It's the modeling and codes that help determine geometry of the igniter that sets off the fusion in the device - and hey - if'n you are working for some terrorist trying to build a nuke, you don't wanna tick off the head throatslasher with a dud, now do ya? So best to be safe and do all your modeling on a cluster of el cheapo AMD T-bird boxes.......

And of course now that the Chi Coms have the tech, they are not shy in sharing with other needy nations, such as North Korea.
