That's what it is all about. Most people will never upgrade their PC, so that is not an issue. If you live in a small space, a small computer that you can easily move around comes in handy. Many times building your own is the way to go, but when you factor in the cost of the OS, you may not end up saving any money. On the plus side you do end up with exactly what you want, which may not be the case if you buy a system off the shelf.
