Options are voted on by shareholders
Options just don't come from thin air. The issuance of a block of stock for the purpose of employee stock options is voted on by all shareholders. If you don't want the company to issue employee stock options, use the power of the proxy to override it. Just don't come whining to me if they still get voten in - we had a vote and you lost.
