I think they're a little half-cocked coming up with the assumption of minority television owners...
The biggest threat this will be for is low-income citizens and elderly citizens. For low-income, most don't have fancy-schmancy flat screen televisions with all the latest compliances. Heck, I'm not low-income and I cringe at the thought of taking out a second mortgage just for the crazy setups I see going on in so many homes nowadays. Whatever happened to simply WATCHING television?
But the bigger threat is going to be to the elderly. Older remote controls were/are easier to operate. Digital television remote controls are not easy to operate for the elderly because a) too many buttons overcomplicating things and b) they don't have the tactile strength th manage all those buttons.
I have to assist my grandmother twice a week when she calls me in a frenzy because she's unable to figure out how to get the televison on. She's been miserable ever since Comcast required that all connections now use a digital converter this summer. Prior to that, it was simply connecting the coax directly to the tv and letting the basic remote control manage her channel surfing. Throw in the digital converter and universal remote that now requires you to turn on TWO devices and she gets confused.
