--The Federal Aviation Administration has ruled that flight passengers can't carry fuel cells that have a methanol concentration higher than 24 percent.--
If you have one and the TSA screeners are actually able to determine that you have one, I would suspect that you could be arrested. After all, you could use your nail clippers that the TSA might also miss to somehow make an explosive out of the fuel cell.
(about a yard of tongue in cheek for the previous sentence.)
