In the end, virtualization needs to be part of the OS
We need for the basic OS and each application to be loaded into memory only once. So, you have 1000 virtual servers, they can all use the same copy of the OS, the same copy of Apache, etc. For big installations there is no reason to run more than one OS on each server, that only happens in very little shops, or people testing OSes.
