Don't you think this has not been tried? Extra arms were tried very early on in drive development. It failed! The problem is the the drive head float on a tiny layer of air. Multiple drive arms movement caused a shock wave that interfered with the other arms, often causing "head crash" (where the heads actually touch the surface of the disk - Big No No!)

Spinning the disks faster is reaching its mechanical safety limit. They run hot as it is. Faster means even hotter. That's why the current technology of making disks smaller is encouraging.

How do the current enterprise storage systems from IBM, EMC, Hitachi, SUN, et al get their high performance. They use multiple disks in striped arrays, high spin with huge cache and very clever caching algorithms. These cost $$$$$.
