Probably for the best...
Honestly, I'm not sure why anyone thought the do-not-email list would be a good idea. All it would do is create a list of known-good (mostly) email addresses. Since they have to know what's on the list in order to ostensibly remove addresses, they have to look at the do-not-email list. Then they just take those addresses offshore and spam from, say, Madagascar. At least for telephone spammers (the so-called "telemarketers"... we really need a more insulting name for them) the cost of calling long distance would be prohibitive. Spam email has no such problem. It seems like spammers couldn't have possibly dreamed of a better system... the government would be handing them boatloads of good addresses. Maybe the spammers sponsored this!
