most likely has to do with the services that can be offered that are numbers more promising. Along with many different variations of usage , and partnership.
If big bells (they are getting to be small - big bells) cannot deliver what small services cannot there will have to be compromise.
When they talk about rates though. There is more to it than just using the wire as a guide. Because an overal 'market rate - supply and demand cannot be surmised simply on a descreprency of deciding 'monopoly or not. It has to be decided via many other transactions,or deliberated using them,and when they do not exist something has to present itself.
If IP telephony seems to fill this gap. Dont be fooled. Compromise isnt within this description as pres. bush. just described . Its kind of like filling a subscription and giving it to the next in line at the countertop .
Big bells can certainly come up with some technology. Wich competes and fulfills the services wich are just as potent as those wich are not regulated. Howebeit they do not have the floor to do so.
