"...people expect pristine water from their taps but generally aren't willing to pay more for better water quality,..." - and yet they will pay some pretty silly prices for homes that are not worth the assigned value, they will pay high prices to create pollution that cause known and proven health issues... but they won't pay a little extra for something that not only is good for them but required for living!?

"But in other countries, like China or India, they have terrible problems with quality."" - Uh... other countries like China and India don't really have "terrorist issues" either! Damn what a bunch of paranoids! No the problem with their water quality is multi-faceted and has NOTHING to do with terrorism.
1 - Inadequate sewage removal systems, or in some cases non-existent.
2 - No real waste treatment or recycling program or facilities.
3 - Poor education about health issues and waste mixing with water.
4 - Inadequate or insufficient water purification facilities.
These and many other issues are why they have bad water problems and we don't! Gee!
"But "water quality is viewed today as more of a necessary evil."" - Are you f***ing kidding me?! A necessary evil? How the f*** is something that is core to the very survival and healthy living, evil? WTF?!?!
