It depends, but when it comes to China
In the context of the article, which is about China getting a supercomputer by side stepping regulations, the answer is yes, America should limit the computing power of another country.

Given the recent events of how China reneged on their promise not to interfere with Hong Kong's political stucture, which they promised not to do, how can the US trust them with a powerful supercomputer that could be used to develop weapons that ultimately force the West to submit.

If someone who had a history of extreme violence and also happened to not like you much asked for a knife so that they could slice fruit, would you willingly hand over the device which might ultimately kill you? Better safe than sorry. If China needs a supercomputer, let them develop one on their own. At least that way, if the supercomputer helps develop the next superweapon that forces the West to its knees, at least China can take full credit for its victory.

The singular goal of the Chineese govt. is to surpass the US as a superpower and to dictate world policy. I don't see why the US or its corporations should help. I would take the US's ideals and world policy over China's anyday.

Don't forget, what happended in China 15 years ago. Instead of breaking up or peacefully disbanding the protestors for democracy, China chose to allow them to gather and then squash them in a massive display of force in order to send a message to its population and the world. So long as China is run by a military dictatorship, they are not to be trusted, plain and simple.
