Understanding the Rosetta Stone was due to the fortuity that it was the same thoughts expressed in multiple languages, at least one of which (ancient Greek?) was known already (documented?). Comparable "Rosetta Stones" may or may not exist of today's file formats.

But I agree with you on moving data to newer and better storage formats. Data presently stored on tapes (9-inch reels or cartridges) and floppies should be moved to optical media that is not encumbered by cryptology while it still can be. And when that media begins to show signs of obsolescence, move it to a newer generation of media. It's tedious, but the only way it'll work.
