Yes and no...
Yes MS has the 64-bit OS waiting in the wings but they see it as a short lived "stop gap" measure. Longhorn is being designed to use multi core CPUs along with 64-bit. Both AMD and Intel are busting their behinds to develop the hardware to run it.

By the way, MS is gaining a lot of experiance in multi-core CPUs and Windows from their work with IBM and the new X-box. Not suprisingly, gaming is at the front of the technology...
