Required by law?
"Since local telephone services providers are required by law to provide dial-tones on unused phone lines explicitly for emergency use people who have shut off their landline services in favor of VoIP can still reach authorities using the package."

I was planning on keeping my Qwest dial tone on line 1 exactly for this reason. After switching to Vonage my dial tone went away and I inquired to Qwest. Their response was:

"We are not required to provide soft dial tone for customers whom choose to use the VOIP service in place of the regular telephone service."

Can someone tell me definitively whether or not this is required by law? If so, e-mail me at nicholascrissfamily.com!
