Depends on point of view
I'd view capturing 25% of the market as a failure as it means your opponent(the competition) got 75%. At the same time if you are aiming at 100% of niche in that market and that niche is 25% of all servers then you were very successful and the other server makers was a failure as they could not crack your hold on the niche.

Take a look at it like this. If you 100 PCs are sold and Microsoft get thier software installed on 98 of them this year then next year they only get on 95 of them they lost 3.
