A Physical Working Model is Not Usually Required by the US Patent Office
The US Patent Office requires that an invention be "reduced to practice." This can be met by producing a working model, or by "constructive reduction to practice. The latter is satisfied by filing either a provisional or a regular patent application, wherein the invention is described in sufficient detail to enable an artisan having normal skill to construct the invention. The exception to this rule is an invention which calls into question its feasibility, such as a perpetual motion machine, time-travel device, etc. This is invoked only rather rarely, as one can imagine.
