Dell's changing that policy and working harder than ever to get its own call centers taking most of the calls; they have to pay the outsourcers for every call that's sent there, and they only have to pay salary for their own call centers. So your statement is becoming more incorrect by the day. In fact, they have opened call centers in Canada and the US that employ thousands of people, and are currently only using outsourcers as little as possible; only as rollover in the case of heavy call volumes.
