Not really. RE: Intel compilers and AMD
It was recently discovered --by reverse engineering-- that SSE/SSE2/SSE3 codes are not optimised with the Intel compiler even if the AMD CPU declares it is SSE compliant and the compiler is set --through user options-- for SSE optimization.

Once the CPU does not return "GenuineIntel", the Intel compiler does not optimize for SSE instructions. It is also questioned as to if it ever optimizes for 3DNow! instructions and other AMD specific optimizations.

But your point regarding the rest of your post and its main ideas is well taken.
