If you are providing a telephone service then you are a telephone company! Sounds simple to me.
It does not matter if you are sending your customers service over the internet, airwaves, subspace channels, or cairer pigeon.
If you do not want to be a telephone company then your service should not be able to connect to the telephone network in any way.
