Nothing NEW about that....
The fresh install that you recommend is a perfectly viable solution on any computer, whether it's a MAC, Windows, Linux, etc. PC.

The only two issues I see are:
1. The buyer has to have a little computer knowledge or very clear instructions on how to "wipe the drive" as you call it. It is an easy process but many, many people out there simply gag on the thought of doing a reformat and fresh install.

2. A person has to ensure the he/she gets a copy of the OS installation disk when they purchase the computer.
In recent times (e.g.)Dell made the customer spend and extra $10 to get a CD copy of the OS software. However, I recently purchased on of Dell's XPS series Core2Duo computers and the OS CD came with the PC at no extra cost.

I too rebuild hard drives fairly frequently and it's a pretty simple task, it's just time consuming to do it.
However, with a brand new computer, that is definitely the time to clean up that hard drive and rid yourself of all the crapware!!
