It is unintentional, but people do like to see lots of pre-installed apps, unfortunately, the crapletware isn't it. They think they are getting a nice bundle of productivity software only to find out they don't actually get anything useful. It does highlight an issue. Craplet ridden or not, it "appears" to the end user that they got a lot of software with the system. A barebones OS only system would highlight how little comes with the OS.
