The USPTO is notorious for issuing non-enforceable patents. The notion of swinging side to side versus the conventional back and forth on a rope swing was patented as a joke a couple of years ago. Write it up correctly and you can patent the wheel.
No meaningful review exists until it gets to court. Some survive and some don't. Apple was never able to assert even copyright on its interfaces because of all the prior art and obvious expressions. Lotus won some early cases on look and feel patents, but they were reversed subsequently.
