Or move the legacy processing off the CPU
and put it in as part of the BIOS chipset, to be used only as needed. This would remove the need for weaving legacy code support throughout the CPU, while still having complete legacy code support.

I think Intel and AMD both have it wrong, trying to integrate CPU and graphics, instead of DE-integrating elderly X86 processing from modern '586+ processing.
