If Windows is the problem ...
If old MSDOS code dependency (on the x86 IS) in Windows is the stumbling block, as suggested, then perhaps MS could emulate it in software in future versions, allowing the on-chip IS to be reduced,
eventually, some day. Does anyone else remember math co-processors vs software emulation ??? Same concept, different level of application.
