Did you even bother to read past the opening paragraph...?
Apparently not. Had you read further, you might have had a bit of a clue as to what they were talking about. Read the 2nd paragraph:

Granted, SOME of this can already be done. Laptops with CD/MP3 players already exist and don't require the OS to boot so you can access them. But none of those devices can read files stored on the hard drive without the OS being up and running.

If they can pull it off and make it work, darn right they're gonna look a HECK of a lot smarter than you look now..
