Probably a response to lobbiest
TV channels make money of advertising. They make more money by having larger view audiences. So they want as many people watching TV as possible. Advertiser need to advertise thier product and TV is great means of doing it. If that TV viewing market were to fragment then advertisers would be forced to take different avenues of getting to the masses. So the TV studios out there really want everyone with digital coverter and would probably be willing to lobby for that. Advertisers want that keep that channel to the masses and they too would lobby for this.

I doubt this has anything to do with the people. It's about money and advertising.
