I'm sure there are billion different better ways to spend a billion dollars. TV is not necessity. Seems silly to me.

But wait, who would want this? I mean besides those who are looking for handouts. I'm thinking Advertisers. If a good chunk of the poor population stopped being able to watch TV that's a huge chunk of Ad revenue that the TV stations don't get. Thier audience shrinks so do the ad revenue. Wanna bet they've been lobbying for this?
