This will essentially be self regulating because anyone wealthy enough to purchase a digital capable device will not want or need to have a converter and, as all new devices come equipped for digital, the aftermarket for converters will be essentially non-existent. But, taken as a whole, the program will reap huge profits for the government, as Tic points out, by painlessly freeing a huge amount of very valuable spectrum. Just one of many resulting FCC autions will more than pay for all the coupons they can print.
